Includes ink cartridge but it appears to be dry or nearly dry as you can see in the Pic. Selling as a Cross collectible since its a very unique design for Cross Pen collectors. Other than that, the pen itself is in great shapes and does not appear to have been used except for me testing it. Won in an in person auction with a lot of other pens so I didn't try it.
